im no expert on this subject but from people i know and who have met while out fishing in the salt, whitehead gets a decent run from july and august, the method would be a sandeel on a float fished at 10-15ft depth, tanked out as far as you can get it, sea trout tend to like cover, ie seaweed, until they get to the mouth of the river, they will then wait in the weed 150-300 yards from the shore and get themselves acustomed to the brackish water for 2 or 3 days until the river is in flood then they will move up the river, they may wait a whole week on optimal conditions, im out midweek next week after sea trout who are running the river,  pm me for the location if your interested. gareth
